7月1日，《上海市生活垃圾管理条例》将正式施行。28日，上海市政府副秘书长黄融在新闻发布会上介绍，上海已基本建成覆盖分类运输、分类中转至末端处置的全程信息化监管平台。完成1.3万个分类投放点改造，干垃圾焚烧能力已达1.93万吨/日，湿垃圾资源化利用能力已达到5050吨/日。

The city held more than 14,000 publicity activities, distributed more than 1,500,000 copies of publicity materials, and completed more than 6.8 million households.

上海市教委将垃圾分类知识纳入上海市初中学业水平考试，作为全市中小学“开学第一课”。全市举办宣传活动1.4万余场，发放宣传资料1500余万份，完成入户宣传680余万户。

In other words, anyone who enters the administrative area of Shanghai must abide by the provisions of the Regulations, including foreign tourists and foreign tourists.
